In a small bowl, whisk together chili powder, oregano, onion powder, cumin, and garlic powder. Set aside.
In a separate bowl, whisk together cornstarch, stock, tomato paste, brown sugar, salt and pepper set aside.
Heat oil in a 3-quart sauce pan over medium heat; add seasonings and stir constantly until fragrant (about 1 minute).
Pour in the liquids and whisk to combine; increase heat to medium-high long enough to bring to a boil. Reduce heat and simmer until thickened, stirring as needed.
